The bubble test depends on who is standing over the tank.

Fuel tanks, castings, valves and pressure vessels are submerged and watched for a stream of bubbles. The stream is small, the water is moving, the lighting is poor, and the operator has been watching tanks since the shift began. A leak at the back of the part is missed.

How it shows up on the line

Field leaks on tested partsParts that passed the tank come back leaking, with no way to say whether the leak was there.
Hidden facesThe operator sees the top and the front; the back and the underside bubble unseen.
No evidenceA passed part has no record beyond a tick on a sheet.
Slow and inconsistentThe watch time is whatever the operator gives it, which changes through the shift.

Why it is still there

The usual fixes have usually been tried.

Eyes over moving waterSmall bubbles against ripples and reflections are a hard target even for an alert person.
Pressure decay aloneA decay test gives a number but not where the leak is, and small leaks hide in temperature drift.
Fixed-rule camerasBubbles look like reflections to a simple threshold; the inspection has to know the difference.
